Mission, Vision and Goals

The County of Essex developed the CWATS plan to make it easier to walk and cycle in our community. By providing active forms of transportation, we are working towards our goal to be an inclusive, thriving, sustainable community committed to maintaining connectivity between rural and urban areas.

The County’s Official Plan sets out a policy to support walking and cycling. The County Wide Active Transportation System (CWATS) supports this policy and is guided by a set of vision and objectives, which establish goals for the future and guides the successful implementation of the plan.


Bikers riding along paved shoulder“The County of Essex and its 7 local area municipalities support active transportation (walking and cycling) and in association with the Essex Region Conservation Authority, City of Windsor and Municipality of Chatham-Kent and other partners, are working together to foster a safe, comfortable, bicycle and pedestrian friendly environment by encouraging people of all ages and abilities to engage in non-motorized activities for everyday transportation and recreation. Residents and visitors are able to travel and experience the urban and rural areas of the County by way of a connected network of on and off-road pedestrian and cycling facilities.”


One of the most effective ways for the County of Essex to achieve its walking and mode share goals is to encourage more active transportation by providing a safe, comfortable and convenient network of facilities.

Recommended actions for CWATS Committee to improve walking and cycling include:

  • Identify walking and cycling opportunities that align with other transportation projects in the transportation capital program and roads rehabilitation program;
  • Be aware of roles and responsibilities for the County of Essex, local municipalities, ERCA and other partners in supporting walking and biking.
